Eva Barrett

Dr. Eva Barrett is a recognised energy regulatory expert with over sixteen years’ experience at the intersection of environmental and energy law and public policy. Over the course of her career, Eva has worked at the highest levels as a lawyer, lobbyist and lecturer. She has extensive experience advising on EU and Irish energy and environmental legislation, maritime and onshore planning frameworks, energy regulatory matters and renewable energy projects. Her career spans private practice at leading Irish law firms; senior regulatory leadership in the renewable energy sector (Solar Ireland, Trade Association); academic research and teaching at Trinity College Dublin and Vermont Law School; and EU institutional experience at the European Commission.

Through her work as Director of Policy and Regulation for Solar Ireland Eva has worked with some of the largest companies in the energy sector to advocate for regulatory change and provide strategic advice on market direction, managing risk and adapting to changing market circumstances.

Eva is deeply interested in and keen to engage on all things climate, energy, infrastructure and environment adjacent.

Eva’s most recent workstreams include working with the Government, System Operators, the Regulator and Solar Ireland members on the sixth Renewable Electricity Support Scheme (“RESS 6” ); the incorporation of the Net Zero Industry Act (“NZIA”) into Irish law; the development of a framework for privately owned electricity lines and hybrid units (e.g. solar/BESS, wind/solar, wind/BESS); grid connection and planning reforms; acerated permitting under the third Renewable Electricity Directive (“RED III”); and floating solar.
