The Minister for Communications, Energy and Natural Resources has implemented the 2009 EU Electronic Communications Package into Irish law from 1 July 2011. The package aims to strengthen the rights of telecommunications users, encourage investment in new infrastructure and enhance the regulation and reliability of communications networks.
The package is implemented in five sets of Regulations which repeal and replace the legislation which introduced the original regime.
ComReg, is responsible for enforcement of the revised regulatory framework, together with (in respect of data protection aspects) the Office of the Data Protection Commissioner.
