The EU Emissions Trading Scheme came into operation on 1 January 2005. It represents the “Flagship” measure within the EU’s overall greenhouse gas and climate change policy. The Scheme is described in more detail below but, in summary it applies to a range of fossil fuel intensive and greenhouse gas emitting sectors, including power generation. In the case of most sectors particular thresholds determine coverage by the Scheme.
