Sheila is a Partner in William Fry’s Competition & Regulation Department. She advises on all aspects of EU, UK and Irish competition law including merger control, anti-competitive agreements and conduct by dominant firms. She has particular experience in merger control and in distribution, parallel imports, rebates and other pricing practices. She also advises on State aid and a range of regulatory areas including the Grocery Regulations. In addition, she specialises in public procurement law and is an external supervisor for EU Public Procurement Law on the King’s College, London, LLM programme.
She spent three years at the UK Office of Fair Trading, where she advised on complex Phase I mergers, led investigations under the Competition Act 1998 and undertook dawn raids. She regularly provides clients with competition law compliance and dawn raid response programmes. Earlier in her career, Sheila also served as an intern at the European Commission.
Recent significant matters include advising:
- UTV Media plc on Irish merger control aspects of the sale of UTV Television to ITV plc, including obtaining Phase I clearance from the CCPC and media merger clearance from the Minister for Communications, Energy and Natural Resources.
- Selfridges Group on the acquisition of Arnotts, the major Dublin department store. This involved a voluntary referral of the merger from the European Commission to the CCPC under Article 4(4) EUMR and obtaining unconditional clearance.
- Pharmaceutical, medical device, FMCG and other clients on a range of distribution issues.
In Chambers Europe 2017 interviewees appreciate that Sheila "goes out of her way to understand the client's case," noting "her great expertise in the EU and competition law." Legal 500 EMEA 2017 say "State aid expert Sheila shows excellent attention to detail".
According to Chambers Europe 2016, Sheila is "commercial, and able to see the bigger picture, yet highly accurate and thorough in her approach." Legal 500 EMEA 2016 say Sheila is a "strategic thinker", with Legal 500 2015 saying she has "an outstanding analytical mind".
